With the passage of I-1639 in Washington, all state residents are now required to complete a course and/or training that covers six specific aspects of the law before purchasing a semi-automatic rifle. While we feel it was poorly conceived, written, and implemented, the law became effective on July 1, 2019.
In response, we have crafted a course that satisfies the minimum statutory requirements of I-1639. At the end of the course, you will be required to fill out and print a form and sign it – this will be your Certificate of Completion. And that’s it.
In fact, you aren’t even required to show proof of training via this law, just say (under penalty of perjury) that you have received the training. However, Sporting Systems is a firm believer in the proper training, safety, and storage of your firearms. Should it be mandatory to exercise your Second Amendment rights? Of course not.
But that’s where we’re at. So finish the course, fill out the form, sign it and you’re good to go for the next five years. The Department of Licensing and local law enforcement are not authorized under law to request, copy or maintain these records, so make a copy of your certification for the purposes of purchasing an assault rifle and keep the original safe.
What the I-1639 Course Covers
This FREE I-1639 training essentially gives you just enough information to make it legal for you to purchase an automatic rifle. As required by RCW 9.41.090.2.A, the training includes basic firearm safety, discussing firearms with your children, suicide prevention and more. An important section covers penalties for “improper” storage of your firearms.
We made the training better, actually, by providing other information that is more valuable to gun owners than this bill purports to be. Videos on the history of the Second Amendment (and popular myths propped up by the anti-gun crowd), ways to review gun laws and how to contact legislators, and how to talk to those who don’t share our views when it comes to gun ownership.

Although the erosion of our Second Amendment rights is never funny, we hope this parody answers some of your questions and gives you the information you need to be compliant with the law.
